REQUIRED QUALIFICATIONS FOR APPOINTMENT

KNOWLEDGE SKILLS, AND CAPACITIES: A thorough knowledge of the principles, practices, procedures, and technology of the marine construction, coastal structures, and engineering, dredging, navigation principals is required in order to coordinate all aspects of commercial marine infrastructure in the State; a thorough knowledge of the principals and practices of engineering, state and federal environmental laws and regulations as they relate to all aspects of marine infrastructure construction and maintenance; the ability to analyze, interpret, and apply laws, rules and regulations; the ability to gather geophysical data (hydrographic, side-scan and sub-bottom) interpret geophysical information, tides, currents and meteorological data as it relates to new and existing marine infrastructure; the ability to research, analyze

and apply scientific work as it applies to materials, environmental impacts. sediments, foundations. sea level rise; the ability to prepare, interpret and analyze highly technical reports and scientific documents, proposals and technical correspondence; the ability to design a system of essential infrastructure records including lease holders and payments, implement and manage the system; the ability to establish and maintain effective working relations with federal, state and local, private and public agencies and organizations; the ability to establish and maintain effective working groups for working waterfronts, dredging and navigational needs; the ability to supervise staff; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Such as may have been gained through; possession of a degree in civil engineering or a closely related field; and

Exgerience: Such as may have been gained through: considerable employment in a responsible supervisory position involving the performance of complex professional work in the field of coastal policy development and planning, with related work in marine infrastructure management. dredging and dredged material management. port safety and harbor management. and submerged lands management analysis and planning .

Or : any combination of education and experience that shall be substantially equivalent to the above education and experience.

SPECIAL REQUIREMENT: Possession of a Rhode Island Professional Engineering License or the ability to obtain such licensure through reciprocity within 6 months from date of hire and must maintain such licensure as a condition of employment.

To coordinate and supervise the interest of the state with regard to marine infrastructure management, planning, and construction.

To facilitate and coordinate marine transportation issues, harbor management and port management issues.

To be responsible for the management and supervision of the uses of the state's submerged lands.

To be responsible for planning, assigning and supervising all aspects of maintaining and creating marine infrastructure projects for the state.

To assist with and negotiate agreements with state, federal, and private entities with regard to marine infrastructure, harbor management, port safety, and submerged lands management; to act as the initial and primary point of contact for commercial marine infrastructure construction and management, port safety and harbor management, and related issues.

To be responsible for and supervise studies or programs, special projects and phases of major marine infrastructure, marine renewable and non renewable energy and related activities; to provide direction, advice, assistance, and consultation on marine infrastructure, navigation projects, port safety and development, marine energy projects.

To be responsible for supervising and overseeing all federal and private projects with regard to commercial marine infrastructure.

To plan, supervise, coordinate, review, and evaluate all marine infrastructure-related activities of the state.

To be responsible for supervising the construction, operation, maintenance and decommissioning of all marine-located energy issues.

To be responsible for overseeing port safety and harbor management plans and projects.

To be responsible for managing Public Trust resources relative to marine-based activities.

To be responsible for overseeing all aspects of dredging and dredged material management for the state.

To develop and maintain a comprehensive database for all commercial marine infrastructure activities in the state, including dredging and dredged material disposal, marine energy projects, navigation projects and activities, and submerged lands uses and activities.

To coordinate the interests of the state with regard to sediment management, marine infrastructure, marine energy, dredging and dredged material management and planning, and be responsible for its implementation and management.

To assist in the formulation of legislation implementing marine infrastructure management, planning and construction, harbor management and port safety and state submerged lands management and objectives; and as requested, to review and comment on proposed legislation.

To be responsible for the development, management, use and monitoring of the state's confined aquatic disposal cells.

To plan for the development of new long-term dredged material disposal sites, including on-shore, near-shore and off-shore options, as well as new confined aquatic disposal cells.

To prepare statements, policies, plans, and regulations of short, intermediate, and long term goals necessary to implement the marine infrastructure, port safety and harbor management, and submerged lands management goals of the state.

To be responsible for the planning and long-term assessment of the capacities of the state confined aquatic disposal cells.

To be responsible for the policy and planning functions associated with marinas, marina expansions, commercial docks, port facilities and activities.

To be responsible for the regulatory requirements regarding marinas, marina expansions,

commercial docks, and port facilities and activities.

To assist and process applications for energy and alternative energy and related activities.

To provide direction, advice, assistance, and consultation on energy and alternative energy and related activities; and to provide expert advice and assistance on related federal processes.

To implement and investigate a fitness for purpose program for the state's port and harbor structures.

To prepare and direct the preparation of clear, technically sound, scientifically accurate and comprehensive reports regarding marine infrastructure, dredging and dredged material management, port safety and harbor management, and submerged lands management issues, problems, and matters containing findings, conclusions, and recommendations.

To perform the most complex and professional work related to dredging and dredged material management.
