Description of Work
This employee is responsible for providing a wide range of archival, records, and information management services to assigned state and local government agencies to assist these entities with the efficient and economical creation, management, maintenance, and disposition of public records. Assistance relates to inventorying records series and providing information for the purpose of creating and amending records retention and disposition schedules.
Key Responsibilities include but are not limited to:
- Appraises records to determine appropriate disposition based on their administrative, fiscal, legal, and historical value, and provides state and local government offices advice on the long-term preservation of their archival records.
- Provides guidance on electronic records, imaging technology, disaster preparedness and recovery for the protection of agency records, and essential records identification and protection.
- Develops training to suit the needs of an agency and conducts professional workshops and other training (including online tutorials) for public employees.
- Travels statewide providing services to state and local government employees.
The employee serves as representative or liaison for the Division of Archives and Records at conferences and workshops. This position is highly collaborative and requires extensive contact with internal and external clients.
- Works often with the Records Description Unit to identify and subsequently schedule transfers of archival records to the custody of the State Archives of North Carolina.
- Works directly with the Digital Services Section to ensure the seamless transition of born-digital and digitized records from state agencies to the digital repository.

Recruitment Range: $39,244.00 - $53,500.00

Candidates meet the minimum qualifications of this position if they meet the minimum education and experience listed on the vacancy announcement. Vacancy specific knowledge, skills, and abilities (KSAs) and/or management preferences are not required. Applicants who possess the following are preferred:
- Knowledge of archival and records management principles and metadata standards, including records appraisal and scheduling, and best practices in electronic records management.
- Demonstrated experience in archival appraisal, arrangement and description, and/or the use of retention and disposition schedules to manage records.
- Working knowledge of the organization of state and local government.
- Demonstrated experience in planning, developing, implementing, and evaluating projects and overseeing projects over section lines, as well as establishing timeframes for completion.
- Ability to provide reference services, including searching documents for administrative, legal, and evidential purposes.
- Ability to develop and deliver training for varied audiences.
- Ability to communicate effectively orally and in writing, as well as establish and maintain effective working relationships with other employees, government officials, and the public.
Position/Physical Requirements
- Must be available to work the schedule of Monday - Friday 8:00am - 5:00pm with occasional Saturday work required as needed.
- Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.

Minimum Education and Experience

Master's degree in history, public history, library and information science, or a related discipline from an appropriately accredited institution
AND
one year of progressive experience in archives and/or records management;
OR
an equivalent combination of education and experience.
Section/Unit Description
The primary purpose of the Government Records Section is to develop and administer a comprehensive consultative program for the management of records in state and local government and within the community college and university systems in North Carolina, as required by General Statutes 121 and 132. The Government Records Section assists the entities of state and local government in all areas of recordkeeping activities and responsibilities, especially regarding electronic records, consulting on retention issues (especially in their legal dimensions), on suitable media for the maintenance of records, and on the efficient organization and management of paper and electronic records.
