Job Description Summary
The Department of Family Medicine and Community Health at the University of Pennsylvania Perelman School of Medicine seeks a Research Project Manager B (PM-B) to facilitate the development and oversight of a primary care practice-based research network (PBRN) in collaboration with an existing Pediatric Research Consortium (PeRC) at the Children’s Hospital of Philadelphia, with a goal of establishing an infrastructure for practice-based, community-engaged research that addresses community needs and advances primary care responsiveness and effectiveness.

Position contingent upon funding.

Job Description

The PM-B will lead PBRN support staff in supporting clinical research that sets the standard for translational research across the Penn Medicine ambulatory network, coordinating collaborations, disseminating awareness of opportunities, working with PBRN leadership on strategic development of the PBRN with institutional representatives and across ambulatory sites. Pre-award support by the PM-B will include overseeing mentorship structures developed to support primary care research, landscaping of practice-based research interests and populations of interest, support in developing an advisory structure for the PBRN, and supporting teams in applying for research collaborations involving primary care sites with developed workflows, accessing population samples, and budgetary considerations. Post-award support by the PM-B role will include orienting teams in recruitment/retention workflows and data collection processes across ambulatory sites, providing support for coordination of regulatory oversite for research projects involving primary care sites, and tracking studies’ progress across involved sites. The PM-B role will facilitate collaboration with CHOP's PeRC to support research across the lifespan, promote Penn Medicine as a premier clinical research site, and serve as a key member of the Clinical and Translational Research Award’s (CTSA) research administration team, helping shape the policies, standards, and programs that guide clinical research institution-wide.

JOB RESPONSIBILITIES

1. PBRN Study Management

• Develop and maintain tools, processes, programs, and standard operating procedures (SOPs) to support clinical research conduct within the PBRN.

• Oversee core PBRN research support services and facilitate the success of individual investigators and their projects.

• Collaborate with clinical research efforts, research administration, and physician leadership across Penn Medicine to strengthen the research culture.

• Support a varied portfolio of clinical research efforts throughout the institution.

2. Training and Compliance (10%)

• Develop, support, and maintain training records for clinical research personnel within the PBRN.

• Coordinate institutional training opportunities and information-sharing to improve the ambulatory research process.

• Provide leadership for training efforts targeting investigators, study coordinators, research administrators, and other research support staff.

3. PBRN Business Practices

• Develop, enhance, and maintain institutional guidelines for study budgets, distinguishing standard from research procedures.

4. PBRN Quality

• Lead development and implementation of quality improvement (QI) activities for the PBRN.

• Ensure PBRN programs comply with applicable federal, state, and international research regulations.

• Select, implement, and evaluate management tools and systems (e.g., investigator databases) for PBRN studies.

• Support institutional quality goals.

5. Marketing / Development

• Coordinate with national and academic organizations to attract clinical trials and research projects to Penn Medicine, and foster relationships with peer PBRNs.

• Provide internal consulting to Penn Medicine divisions on practice-based research and support collaboration between investigators, sponsors, and institutions

• Match investigators to federal/corporate research opportunities, respond to site capability inquiries, and support clinician-initiated projects

• Identify health services research mentors for primary care clinicians developing research studies

6. Administrative Leadership

• Provide administrative leadership and oversight of PBRN staff, including recruitment, training, assessment, retention, and management of position descriptions/evaluations

• Build and maintain PBRN infrastructure and resources to support a quality ambulatory research program

• Function as part of the senior research administrative team, serving on institutional committees and providing guidance to investigators and compliance/auditing officials

• Provide status reporting to senior research administration and help develop systems, policies, and procedures that enhance the institution's research process and compliance culture

7. Other duties as assigned

QUALIFICATION’S: Master’s and 3 to 5 years of experience or equivalent combination of education and experience is required. Preferred candidates will show documented and progressive clinical research experience, with resource and personnel management, as well as an expert understanding of IRB, ICH/GCP guidelines, and familiarity with FDA and other regulatory agencies.

Salary offers are made based on the candidate’s qualifications, experience, skills, and education as they directly relate to the requirements of the position, and in alignment with salary ranges based on external market data for the job’s level. Internal organization and peer data at Penn are also considered.
