Chief Ethics & Compliance Officer, Asia Region (Manufacturing)
Position Summary
The Chief Ethics & Compliance Officer, Asia Region leads the regional ethics and compliance program across China, Japan, South Korea, and Southeast Asia for a manufacturing enterprise with complex supply chains, third-party ecosystems, and multi-site operations. This role designs, implements, and continuously improves a risk-based compliance framework to identify, prevent, detect, and respond to compliance risks, while strengthening a culture of integrity and accountability across the region.
A core mandate is to partner with senior leadership and operational teams (including plant and supply chain leadership) to embed compliance into day-to-day decisions and processes, and to foster an environment where employees raise concerns without fear of retaliation.
Reporting Relationship
- Reports to: VP, Chief Ethics & Compliance Officer
- Key partners: Asia Regional President/GM, Country Leaders, Plant Leadership, Supply Chain/Procurement, Legal, HR, Finance, Internal Audit, Security, and EHS (as applicable)
Geographic Scope
- Primary coverage: China, Japan, South Korea, and Southeast Asia, Philippines
- Travel: Regular regional travel required (based on site footprint and risk profile)
Key Responsibilities
1) Regional Program Strategy, Governance, and Leadership
- Develop and execute a regional ethics and compliance strategy aligned to global standards and tailored to local regulatory and operational realities across Asia.
- Establish strong governance and operating rhythms (e.g., regional compliance committee cadence, country compliance reviews, escalation protocols, KPI reporting to the Chief Compliance Officer).
- Serve as the senior regional advisor to leadership on ethics and compliance risk, trends, and mitigation strategies.
2) Compliance Risk Management (Manufacturing-Focused)
- Lead a risk-based program to manage and mitigate compliance risks, including but not limited to:
- Anti-bribery and anti-corruption (ABAC) program management (gifts/hospitality, travel, sponsorships/donations, interactions with government officials, facilitation payment prevention, books-and-records controls).
- Trade controls, sanctions, and export compliance (restricted party screening, end-use/end-user controls, cross-border shipments, technology transfers, customs and classification risks).
- Supplier, distributor, and other third-party relationship risks , including due diligence, contracting standards, ongoing monitoring, and controls around agents/intermediaries.
- Procurement integrity and conflicts of interest , including sourcing decisions, tender integrity, and supplier onboarding governance.
- Manufacturing site and operations-related compliance risks , including risks arising from local permitting/inspections, use of customs brokers, logistics providers, and interactions with local authorities (in coordination with Legal and relevant functions).
- Conduct and oversee regional and country-level compliance risk assessments , incorporating site footprint, third-party concentration, and regulatory change.
- Define, implement, and continuously improve controls, monitoring, and testing in partnership with Internal Audit and process owners.
3) Third-Party and Supply Chain Compliance Oversight
- Own the regional approach to third-party lifecycle management (risk-tiering, due diligence, approvals, contract clauses, training/communications, and ongoing monitoring).
- Partner with Supply Chain/Procurement to embed compliance requirements into supplier selection, onboarding, performance management, and remediation plans.
- Strengthen oversight of high-risk third parties (e.g., distributors, sales agents, customs brokers, freight forwarders, and key suppliers).
4) Investigations, Case Management, and Remediation
- Oversee and/or conduct investigations into alleged misconduct, ensuring appropriate triage, confidentiality, documentation, and timely resolution.
- Ensure consistent regional case management standards , including root-cause analysis and corrective action plans.
- Coordinate with HR and Legal on disciplinary actions and remediation; ensure control enhancements are implemented and sustained.
5) Culture of Integrity, Leadership Engagement, and Speak-Up Environment
- Work with senior management to ensure visible, sustained engagement on compliance at all levels, including plant and functional leadership.
- Foster an open reporting environment where employees and third parties raise concerns without fear of retaliation; reinforce non-retaliation expectations through leadership messaging, training, and case handling practices.
- Monitor reporting trends (hotline and other channels) to identify cultural barriers, systemic issues, and emerging risks; implement targeted interventions and communications.
6) Training, Communications, and Capability Building
- Ensure effective deployment of risk-based and role-based training across the region, including targeted training for high-risk roles (e.g., sales, procurement, logistics, plant leadership) and third parties where appropriate.
- Develop culturally relevant communications that translate expectations into practical guidance for manufacturing and supply chain contexts.
- Build a strong compliance talent bench and develop local capability through coaching, standards, and knowledge sharing.
7) People Leadership and Team Development (Direct Reports)
- Lead and develop a regional compliance team (direct reports), including goal setting, performance management, coaching, and succession planning.
- Establish clear team operating mechanisms, workload prioritization, and consistent standards across countries/sites.
- Manage the regional compliance budget and resource planning (as applicable).
8) Reporting, Metrics, and Executive Communication
- Provide regular reporting to the Chief Compliance Officer on program maturity, key risks, investigations, hotline trends, audit findings, and remediation progress.
- Maintain a regional compliance dashboard with actionable KPIs (e.g., due diligence coverage, training completion, monitoring results, time-to-close cases, repeat-issue rates).
Qualifications and Experience
Required
- Bachelor’s degree required (Law, Business, Finance, Engineering, International Relations, or related field).
- Extensive experience leading ethics and compliance programs in a multinational environment, with meaningful coverage of Asia markets.
- Demonstrated expertise in ABAC , trade controls/export compliance , and third-party/supplier compliance .
- Proven people leadership experience (leading managers and/or professional teams).
- Strong investigation and remediation leadership, with sound judgment and discretion.
- Ability to influence senior leaders and drive change across a matrixed, multi-site manufacturing organization.
Preferred
- Advanced degree (JD, MBA, or equivalent) and/or compliance certifications (e.g., CCEP, CCEP-I).
- Experience supporting manufacturing operations and supply chains across China, Japan, South Korea, and Southeast Asia .
- Experience implementing compliance monitoring/analytics and third-party due diligence tools.
