In Nigeria, prolonged armed conflict in the Northeast and increasing insecurity associated with banditry in parts of the Northwest continue to generate significant humanitarian and development needs. These crises have disrupted access to essential health services, including sexual and reproductive health (SRH), particularly for women, girls, adolescents, and displaced populations. Health facilities frequently face shortages of skilled personnel, medical supplies, and functional referral systems, limiting their ability to provide quality maternal and newborn health services, emergency obstetric and newborn care, family planning, and other lifesaving SRH interventions. IRC works closely with government authorities and local partners to strengthen health systems and improve access to quality SRH services in conflict-affected and underserved communities.
Position Summary
The Senior SRH Officer will provide state or location-level technical support, capacity building, quality assurance, and implementation follow-up for IRC's Impact@Scale Project in assigned government PHCs and IRC static facilities. The position will support implementation of interventions to increase voluntary access to modern contraception and prevent and manage postpartum hemorrhage through the E-MOTIVE Bundle.
The role will focus on building the capacity of health workers and facility teams to deliver high-quality SRH services using globally recognized capacity-strengthening modalities, including competency-based training, on-the-job coaching, clinical mentorship, simulation and emergency drills, supportive supervision, quality improvement, peer learning, data use, and post-training follow-up.
The Senior SRH Officer will also strengthen provider capacity in other SRH-themed service areas such as maternal and newborn health, antenatal and postnatal care, safe delivery support, BEmONC readiness, post-abortion care, STI management, adolescent-responsive SRH, survivor-centered referral pathways, and CEmONC referral coordination. The position reports to the Roving SRH Manager and will work closely with facility leadership, government counterparts, IRC static facility teams, and community-facing staff.
Major Responsibilities
Technical Capacity Building for Impact@Scale Implementation
- Build the capacity of health workers in assigned government PHCs and IRC static facilities to implement Impact@Scale interventions for voluntary contraception access and PPH prevention using the E-MOTIVE Bundle.
- Plan, facilitate, and follow up competency-based training, on-the-job coaching, mentorship, simulation drills, supportive supervision, refresher sessions, and post-training follow-up for facility teams.
- Support providers to apply E-MOTIVE components for early detection, escalation, treatment, and referral of PPH in line with approved project protocols and national guidance.
- Strengthen provider skills in family planning counseling, informed choice, method provision, infection prevention, documentation, follow-up, and referral.
- Use structured mentorship plans, skills checklists, action trackers, and competency assessment tools to document progress and identify additional support needs.
- Orient facility teams on approved algorithms, job aids, registers, quality improvement tools, referral forms, and reporting tools for contraception and PPH prevention activities.
Capacity Building Modalities to be Used
- Competency-based classroom and practical training using approved national and project training packages.
- On-the-job training and bedside coaching during routine service delivery sessions.
- Clinical mentorship and supportive supervision using structured checklists and agreed action plans.
- Simulation-based practice, emergency drills, skills demonstrations, and return demonstrations for PPH prevention, detection, response, and referral readiness.
- Quality improvement cycles, including problem identification, root-cause analysis, change ideas, action planning, review meetings, and monitoring of improvement measures.
- Peer learning, case discussions, reflective practice sessions, and cross-facility learning exchanges.
- Use of job aids, standard operating procedures, algorithms, registers, referral tools, and clinical checklists.
- Data review, data quality checks, dashboard review, and use of routine service data for decision-making and performance improvement.
- Post-training follow-up, competency assessment, refresher sessions, and targeted remediation for providers requiring additional support.
- Commodity, drug, equipment, and infection prevention readiness checks to ensure services can be delivered safely and consistently.
Support to Broader SRH Service Areas
- Build facility capacity in other SRH-themed areas, including maternal and newborn health, antenatal care, postnatal care, safe delivery practices, BEmONC readiness, post-abortion care, STI management, and adolescent-responsive SRH services.
- Support respectful maternity care, client-centered counseling, gender-sensitive communication, privacy, confidentiality, safeguarding, and non-discriminatory service delivery.
- Strengthen referral readiness and linkages between PHCs, IRC static facilities, BEmONC service points, and CEmONC referral centers.
- Support facility teams to identify and address barriers to uptake of contraception and maternal health services, including provider capacity, workflow, commodity availability, documentation, and referral delays.
- Support integration of Impact@Scale interventions into routine SRH and maternal health service delivery without adding nutrition, OPD, or immunization responsibilities.
Facility-Level Quality Assurance and Supportive Supervision
- Conduct routine supportive supervision visits to assigned government PHCs and IRC static facilities using approved supervision tools.
- Assess quality of service delivery, provider competence, documentation, infection prevention readiness, commodity availability, referral readiness, and client flow.
- Develop facility-specific action plans with facility teams and follow up completion of agreed corrective actions.
- Support quality improvement meetings, review of service delivery gaps, and implementation of practical change ideas.
- Document supervision findings and escalate unresolved technical, operational, or commodity-related issues to the Roving SRH Manager.
Commodity, Drug, Equipment, and Referral Readiness
- Monitor availability of family planning commodities, E-MOTIVE commodities, uterotonics, tranexamic acid, essential drugs, consumables, equipment, registers, and job aids in assigned facilities.
