The Protection Manager - Analysis and Reporting (Rule of Law) plays a critical role in managing the implementation and quality of IRC Ukraine's protection monitoring, analysis and reporting functions (PM), ensuring that IRC’s protection programming is driven by timely, high-quality, and evidence-based analysis. Reporting to the Protection Coordinator (Rule of Law), the Protection Manager - Analysis and Reporting (Rule of Law) oversees the production of protection analysis and information products that support program design, operational decision-making, coordination and donor engagement.

The position ensures that protection monitoring and analysis activities of IRC and its local partners are aligned with the Protection Analytical Framework, organizational standards, and evolving operational priorities. The role provides direct supervision to the Protection Officer – Data Analysis (Rule of Law) and Protection Officer – Localization (Rule of Law), and technical supervision for field and local partners staff, engaged in PM-related activities, ensuring effective delivery of protection analysis activities, partner engagement, capacity-strengthening initiatives, and analytical outputs.

Working closely with program teams, METAL, Advocacy, and external partners, the Protection Manager - Analysis and Reporting (Rule of Law) ensures that qualitative and quantitative protection data is analyzed, interpreted, and translated into actionable recommendations. This role manages design and implementation of protection monitoring tools and methodologies, overseeing quantitative and qualitative data analysis, facilitation of and producing regular protection monitoring reports and protection analysis updates. In collaboration with the Advocacy Unit, the role supports the development of policy briefs and advocacy products grounded in protection monitoring findings. It also engages in external ProL representation, coordination with Protection Cluster and technical working groups, and capacity strengthening of IRC and partner staff. The position plays a key role in advancing participatory approaches and enhancing the visibility of protection risks identified in field operations.

KEY RESPONSIBILITIES

• Final Data Analysis & Technical Guidance:  Ensure technical quality and consistency of qualitative, quantitative, and mixed-methods analysis conducted by the PA&R Unit, including review and validation of analytical outputs and recommendations. Identify emerging protection trends, analytical gaps, operational risks, and information needs and provide recommendations to the PRoL Coordinator to inform strategic planning and response adaptation.

• Tool Development, Inputs & Updates:  Designing and updating PM tools, including ad-hoc and thematic monitoring mechanisms as needed by programs or partners.

• Report Writing:  Oversee and quality assure the production of protection analysis reports, thematic briefs, dashboards, area-based analyses, and protection monitoring updates prepared by the PA&R Unit

• Integration of Protection & PM into Programming:  Ensure protection monitoring and analysis findings systematically inform program design, implementation, adaptation, and learning across PRoL, CP, WPE, ERD and Health teams. Foster linkages between protection monitoring and sectoral data, ensuring protection risks, trends, and vulnerabilities are reflected in cross-sectoral analysis and response planning.

• PM & Business Development (BD) Integration:  Embedding PM into broader program activities and exploring opportunities for PM itself (like regional PM initiatives, anti-trafficking linkages, or Child Protection Monitoring). Participation in proposal development as relevant.

• Advocacy & Policy Engagement: In cooperation with Sn Liaison and Advocacy Manager, strengthening the PM-advocacy nexus and developing policy briefs, evidence-based recommendations and practical solutions, policy analysis and advocacy efforts grounded in PM data.

• External Representation: Represent IRC in relevant technical working groups, analytical forums, information management groups (PRMS Steering Committee), and inter-agency initiatives, as delegated by the Protection Coordinator (Rule of Law).

• PM & Communications Coordination:  Enhancing visibility and awareness of PM findings, ensuring their strategic dissemination. Contribute technical inputs to Protection Cluster analytical processes, Protection Risk Monitoring initiatives, joint assessments, thematic analyses, and area-based analytical exercises.

• Partner Collaboration & Participatory Approaches:  Strengthening partnership-PM collaboration to integrate participatory best practices into PM activities. Overseeing partners in PM ensuring effective engagement with local partners contributing to protection monitoring and analysis. Support partner onboarding, capacity strengthening, quality assurance, and meaningful incorporation of community perspectives into analytical outputs.

• Capacity Building:  Developing the analytical capacity of the IRC and its local partners teams in data collection, PM methodologies, protection mainstreaming, and data analysis. This could also include work on an IRC PM handbook tailored for Ukrainian (and not only) teams and partners, particularly those with limited PM experience.

JOB REQUIREMENTS

The Protection Manager – Analysis and Reporting (Rule of Law) will need to meet the requirements below:

• Min. Bachelor’s degree in law, human rights law, international relations, social sciences, or another related field

• Fluent in Ukrainian and English

• At least 4 years’ of progressively responsible experience in protection analysis, protection monitoring, information management, or humanitarian analysis. Demonstrated experience leading or conducting qualitative, quantitative, or mixed-methods protection analysis, including interpretation of protection trends and production of analytical reports.

• Solid knowledge of the humanitarian context in Ukraine, protection principles and humanitarian standards

• Experience managing technical workplans, analytical deliverables, and staff performance within humanitarian or development programs or related research initiatives.

• Experience developing, applying, or strengthening analytical frameworks, assessment methodologies, monitoring approaches, or evidence-generation systems.

• Experience representing an organization in technical working groups, clusters, coordination forums, or inter-agency analytical initiatives.

• Experience managing partnerships with national and local organizations in the field of data collection, monitoring or analysis, including partner capacity strengthening, performance monitoring, and stakeholder engagement
