Organization
Invest International opened its doors in October 2021, in The Hague. We are a state-owned company set up by the Dutch government. A private company funded with public capital. Our people, network and knowledge allow us to maximize impact for our stakeholders.
Government & Country Solution
The Government & Country Solution (GCS) business unit of Invest International is responsible for developing, coordinating, financing and overseeing the implementation of large infrastructural public projects in developing countries, working closely together with the private infrastructure sector with a strong focus on climate resilience, water-infra, sustainable manufacturing, healthcare and agri-food. The present portfolio consists of about 100 projects with a total value of around 870 million euros committed in grants and subsidies. The yearly budget of the infrastructure programs for new projects is aimed to grow to about 200 million euros per year.

The role
Impact & ESG (IESG) professionals, within GCS, support Invest International in achieving its business and impact ambitions by bringing Impact and ESG expertise close to opportunity development and execution. They work alongside colleagues across sectors, solutions and countries, contributing from early opportunity shaping through to due diligence, execution and monitoring.
As part of multidisciplinary teams, IESG professionals advise on impact ambitions and ESG risks and help ensure that projects are developed and implemented in line with Invest International’s IESG standards and international good practices. Impact and ESG risk management are embedded in the business, with IESG providing specialist expertise, challenge and guidance throughout the process.
IESG professionals within GCS are part of Invest International’s broader IESG community and work closely with the IESG Center of Excellence within Business Enablement, which safeguards consistent methodology, standards and quality across the organisation.
Core responsibilities

Apply knowledge of ESG materiality risk for Invest International’s five sectors (Agrifood, Water/ Infrastructure, Health, Energy, and Sustainable Manufacturing).

Contribute to (sector) strategies and plans to ensure early-stage inclusion of IESG consideration.

Conduct ESG and Impact due diligence, and monitoring of public infrastructure projects in Africa, Asia, and Latin America in line with Invest International IESG policies.

Support the development of impactful projects by procuring, managing and assessing i.e. feasibility studies, Environmental and Social Impact Assessments, Resettlement Action and Livelihood Restoration Plans and impact evaluations.

Contribute to enhancing project impacts aligned with the Sustainable Development Goals (SDGs), and internationally recognized frameworks and methodologies such as IRIS+, Joint Impact Model (JIM), OECD-DAC evaluation criteria, Science Based Targets initiative (SBTi) and GHG Protocol.

Coordinate and interface with recipient governments, companies (consultants and contractors), communities, and internal stakeholders to improve project design and implementation.

Advise investment teams on impact measurement, Theory of Change, baseline design, project KPI selection, and monitoring/evaluation plans in line with Invest International Strategy and reporting requirements.

Support portfolio reporting, dashboards, integrated reporting, and internal learning agendas.

Contribute to IESG policy development, position statements, tools, and guidance for the GCS unit as well as support the efforts of IESG Center of Excellence.
