Position Overview

United Health Services (UHS) is seeking a Revenue Cycle Policy Analyst for a full-time, onsite position based in Binghamton, NY. The Revenue Cycle Policy Analyst serves as a key resource in monitoring, analyzing, and implementing federal (CMS), New York State, and third-party payer regulatory and policy changes that impact revenue cycle operations. This role translates complex regulatory requirements into actionable operational workflows and system solutions that support compliance, financial performance, and organizational efficiency. This is not a remote position; regular onsite collaboration with operational, clinical, financial, and information services teams is an essential function of the role.

The Revenue Cycle Policy Analyst partners closely with Revenue Cycle leadership, Contracting, Finance, and Information Services to evaluate regulatory and payer changes, assess organizational impact, and implement sustainable solutions within Epic and related systems. The position is responsible for optimizing revenue cycle workflows, ensuring accurate system configuration and reporting, mitigating compliance risks, and driving process improvements that support revenue integrity. The ideal candidate combines strong analytical and problem-solving abilities with expertise in healthcare reimbursement, payer policy, regulatory compliance, and revenue cycle operations. This full-time onsite role requires frequent collaboration across departments and active participation in organizational initiatives to ensure UHS remains compliant, operationally effective, and financially optimized.

Job Responsibilities

  • Monitor and analyze federal (CMS), New York State, and third-party payer regulatory and policy changes, evaluating their impact on revenue cycle operations, reimbursement, compliance, and organizational performance.
  • Interpret complex regulatory requirements and payer policies, translating them into actionable workflows and operational processes across the revenue cycle.
  • Lead the implementation, testing, validation, and optimization of Epic revenue cycle applications to support compliant billing practices and reimbursement accuracy.
  • Serve as the organization's subject matter expert on healthcare regulations, reimbursement methodologies, payer requirements, and revenue cycle policy changes.
  • Collaborate with Information Services, Managed Care Contracting, Finance, Revenue Cycle, and operational leaders to implement regulatory and payer-driven initiatives.
  • Develop, maintain, and analyze reports and dashboards to measure the financial, operational, and compliance impact of regulatory and payer changes.
  • Validate and reconcile regulatory updates within Epic and downstream systems to ensure accurate claim processing, reimbursement, and adherence to payer requirements.
  • Identify compliance risks, workflow gaps, and operational inefficiencies related to regulatory or payer changes and lead corrective actions and process improvement initiatives.
  • Support organizational initiatives related to value-based reimbursement models, price transparency requirements, and evolving healthcare regulations.
  • Provide guidance, education, and recommendations to leadership and stakeholders on regulatory changes, revenue cycle best practices, and strategies to optimize financial performance while maintaining compliance.

Position Qualifications

Minimum Required:

  • Bachelor’s degree in Healthcare Administration, Business, Finance, Information Systems, or a related field required.
  • Minimum of 3–5 years of experience in healthcare revenue cycle, managed care, regulatory compliance, or payer policy analysis.
  • Demonstrated knowledge of CMS, New York State regulatory requirements, and third-party payer policies, including their impact on reimbursement, operations, and compliance.
  • Ability to work On-site in Binghamton, NY.

  • Two years experience analyzing data
