We are currently seeking qualified candidates for the position of   Chief of Party (COP)   for the upcoming   MCC Belize   Training and Transitioning to Work Activity   which seeks   to improve the efficiency, inclusivity and effectiveness of systems related to governance, financing and quality assurance of the Technical and Vocational Education and Training (TVET) system . This position will be based in   Belize   and   is contingent upon award.

Project Description

The Millennium Challenge Corporation (MCC) and the Government of Belize (GOB) have   signed   a $125 million , 5-year   Compact that   aims to address the binding constraints of low-quality education by equitably   increasing the number of post-primary graduates with the skills relevant to labor market demands.  Under the Compact, an Education Project will   invest in Belize’s secondary education and technical and vocational education training (TVET) sector.

Position Description

The   Chief of Party (COP)   is responsible for   providing overall leadership, management oversight, and technical direction for the program, ensuring an integrated vision   and implementation   across components and actors, with a focus on achieving the results defined in the   award .  The COP ’s   responsib ilities   includ e   managing the annual work plan and budgeting process; creating ,   developing   and managing   an effective project management team; overseeing an effective monitoring and evaluation system; and coordinating activities and   partners   to achieve results.

This individual will be the primary liaison with the   MCA   Belize entity and MCC , key stakeholders, and other implementing partners. The   COP   will be expected to   identify   issues and risks related to program implementation   in a timely manner   and   make   appropriate program   adjustments.   They   will supervise activity implementation and ensure activities   and deliverables   meet stated goals and reporting requirements. The   COP   will have   demonstrated   ability   to work in complex environments, across   different cultures , and manage diverse teams to deliver impact.

Job Summary/Responsibilities

L eads the project team   and   oversees   all   technical and operational aspects of the   a ctivity

Ensures   the   quality and timeliness of contract ual and technical   deliverables

Coordinates and   oversees   preparation of the annual /quarterly   work plans, budgets, and annual /quarterly   progress reports

Plans, directs, and coordinates activities to ensure that goals and   objectives   are   accomplished   within prescribed   time frame   and funding parameters.

Serves as primary liaison between the activity and the   local   MCA Belize entity , MCC ,   the Government of Belize,   other   MCC-funded activities, and other   donor-funded   education   projects

Establishes   project teams,   standard operating   procedures   and systems

Recruits and orients   of project staff, ensuring their familiarity with   program   objectives ,   policies   and their individual responsibilities

Required Qualifications

-
Advanced degree in education ,   technical and vocational education and training, public policy, economics,   labor   market studies, or a related field . Master's or higher degree preferred.

Minimum   10   years of progressively responsible experience in education or workforce development reform, including substantial experience in the design or implementation of national or subnational TVET systems or skills development initiatives.

Demonstrated experience supporting institutional reforms related to TVET governance, accreditation, or workforce development policies is   required .

Strong understanding of TVET policy frameworks, institutional governance   models, and   labour   market alignment mechanisms.

Proven experience leading multidisciplinary technical teams and managing complex reform initiatives.

Experience working with Ministries of Education,   labour   agencies, or skills development authorities in developing or middle-income countries is   required .

Knowledge of and experience with the Belizean education system (in particular secondary, TVET and tertiary) and Ministry of Education.

Relevant managerial and technical experience working with programs that are of a similar scope and scale to this program.

Demonstrated ability to work in complex environments, across   different cultures , and manage diverse teams to deliver impact within agreed timelines

Proven ability to   manage productive relationships   with government stakeholders   and donors

Demonstrated knowledge of   MCC   and Government of Belize   rules, regulations, policies, and procedures as they relate to project and program compliance and reporting .

K nowledge of and commitment to gender and social   inclusion in education

Oral and written fluency   required   in   English .

The expected hiring salary range for this role is BZD 100,000 - 130,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget.
