Job Description:

The Logistics Specialist supports the Georgia Department of Public Health’s Emergency Preparedness and Response (EPR) mission by performing day-to-day warehouse operations, inventory control, and distribution functions under the direction of the Warehouse Manager. This role ensures that medical countermeasures, personal protective equipment (PPE), pharmaceuticals, and other emergency assets are properly received, stored, inventoried, and distributed to statewide partners. The Logistics Specialist is also responsible for maintaining warehouse readiness, following safety and security protocols, and providing surge support during activations.

Key Responsibilities

1. Warehouse Operations & Inventory Control

• Conduct cycle counts, reconcile discrepancies, and maintain accurate inventory records in the warehouse management system.

• Rotate stock using first-in, first-out (FIFO) methods and track near-expiration items.

• Support adjustments to par levels based on usage data and forecasted needs, as directed by the Warehouse Manager.

• Assist with documenting environmental control logs (temperature, humidity) to meet compliance standards.

2.    Receiving & Storage of Assets and Inventory

• Inspect incoming shipments for accuracy, condition, and compliance with CDC/FDA requirements.

• Properly label, store, and segregate temperature-sensitive or hazardous items.

• Verify shipment details against resource request or purchase orders and escalate discrepancies for resolution.

• Document receipt of durable medical equipment, pharmaceuticals, personal protective equipment by updating inventory management system to reflect asset or inventory status, condition, and location.

• Complete all supporting documentation for asset/inventory records and compliance.

3.    Order Fulfillment & Distribution

• Pick, pack, and stage materials for distribution to districts, hospitals, and other partners.

• Verify quantities, expiration dates, and packaging standards prior to release.

• Confirm correct quantities, expiration dates, and packaging standards prior to release.

• Generate or review shipping documentation (packing lists, temperature logs, chain-of-custody forms).

• Support coordination with drivers, carriers, and partners to ensure timely delivery.

4.    Cold-Chain & Environmental Monitoring

• Monitor, document, and maintain required temperature and humidity levels for refrigerated and frozen storage units.

• Assist in calibration checks and reporting deviations promptly.

• Support expedited cold-chain protocols during emergency activations.

5.    Safety & Security Compliance

• Adhere to OSHA safety protocols for material handling, forklift/pallet jack operation, and use of personal protective equipment.

• Support facility access control, visitor sign-in/out, and asset security procedures.

• Enforce warehouse access procedures, visitor sign-in/out, and PPE usage.

• Assist in fire safety, chemical spill response, and evacuation drills.

6.    Activation & Surge Operations

• Assist with rapid staging, packing, and deployment of emergency supplies during EPR activations.

• Participate in extended shifts or rotation schedules during high-volume response operations.

• Implement expedited receiving/distribution protocols and update inventory in real time.

• Pre-position inventory and supplies in coordination with the Warehouse Manager and Operations Section.

7.    Documentation, Reporting & Quality Assurance

• Accurately complete receiving logs, packing lists, chain-of-custody forms, and temperature monitoring logs.

• Report discrepancies or issues to the Warehouse Manager in a timely manner.

• Assist in root-cause documentation and corrective actions following audits.

• Maintain records in state-approved retention systems.

8.    Equipment & Facility Support

• Perform routine checks of warehouse equipment (forklifts, pallet jacks, refrigeration units) and report maintenance needs.

• Help maintain a clean, organized, and hazard-free warehouse environment.

9. Interagency & Partner Support (as directed by Warehouse Manager)

• Liaise with district warehouse staff and supply chain managers to support coordinated distribution.

• Assist in logistics working groups, coalition meetings, or facility tours.

• Provide partner orientation on warehouse procedures during preparedness events.

Knowledge, Skills, and Abilities

• Warehouse Operations Knowledge: Understanding of receiving, storage, picking, packing, and shipping workflows.

• Inventory & Data Management: Skilled in tracking stock levels, resolving discrepancies, and using warehouse management and inventory software.

• Cold-Chain Awareness: Knowledge of temperature monitoring, documentation requirements, and CDC/FDA guidelines for medical product storage.

• Safety & Security Practices: Familiarity with OSHA standards, hazardous material handling, and warehouse security protocols.

• Technical Skills: Ability to operate floor forklift, pallet jacks, and barcode scanners safely and effectively.

• Communication Skills: Clear written and verbal communication for documentation, reporting, and teamwork.

• Problem-Solving: Ability to identify and escalate issues related to inventory, safety, or distribution.

• Adaptability: Flexibility to work extended hours, travel statewide, and perform surge operations during emergencies.
