Senior Health Information Systems Officer

The Senior Health Information Systems Officer will lead the design, implementation, and management of health information systems (HIS) and monitoring, evaluation, and learning (MEL) activities under the STRIDES Morocco Activity. The position will develop and oversee the project MEL framework, Performance Monitoring Plan, indicator tracking systems, and data quality assurance processes, ensuring that data are accurately collected, integrated, analyzed, visualized, and reported against agreed targets. The Officer will strengthen multisectoral health data systems and the accessibility, interoperability, and use of human and animal health surveillance information for timely disease prevention and outbreak response. Working closely with the project team, government counterparts, partners, PATH, FHI 360 headquarters, and the donor, the Officer will synthesize evidence for adaptive management, lead performance reporting, support workplan development, and build the capacity of staff and in-country partners in HIS and MEL approaches.

The Senior Health Information Systems Officer is expected to demonstrate advanced knowledge in health information systems and public health including disease surveillance, advanced proficiency in data management, MEL, data quality, interoperability, analysis, visualization, and the translation of evidence into action.

Accountabilities:

Technical Requirements:

• Leads the design and rollout of the project MEL framework, including development, finalization, and periodic updating of the Performance Monitoring Plan in coordination with the project team and donor.

• Provides overall technical direction and guidance to project staff on health information systems, surveillance data management, data use, and MEL in line with project objectives and expected outcomes.

• Leads activities to strengthen multisectoral health data management systems so that surveillance and outbreak information is timely, reliable, accessible, interoperable, and actionable.

• Assesses and improves data flows, standards, interoperability, review, analysis, and use across relevant human and animal health surveillance systems, health facilities, laboratories, and reporting structures.

• Leads the design and implementation of baseline, midline, endline, and other assessments or evaluations required under the approved workplan.

• Develops and maintains a comprehensive data quality assurance system, including standard operating procedures for data collection, entry, validation, cleaning, storage, protection, analysis, and reporting.

• Regularly conducts or coordinates data quality assessments, identifies root causes of data-quality problems, implements corrective actions, and establishes measures to prevent recurrence.

• Develops and manages project indicator reference sheets and tracking systems, ensuring that indicators, data sources, disaggregation, baselines, targets, frequencies, and responsibilities are clearly defined and consistently applied.

• Oversees the development and maintenance of data collection tools, databases, reporting templates, protocols, manuals, and datasets to promote consistency, completeness, traceability, and accuracy.

• Synthesizes and analyzes project, health, laboratory, and surveillance data to identify trends, risks, gaps, and opportunities and to support evidence-based program adjustments and public health action.

• Develops dashboards, data visualizations, analytical products, and presentations tailored to the decision-making needs of project leadership, government counterparts, partners, and the donor.

• Works with technical teams to ensure HIS and MEL evidence informs workplan development, activity design, implementation monitoring, learning, and adaptive management.

• Develops technical briefs, guidelines, reports, presentations, and other knowledge products documenting findings, good practices, lessons learned, and recommendations.

• Leads day-to-day implementation of HIS and MEL activities under the STRIDES Morocco workplan and monitors outputs, timelines, risks, and expenditures within assigned responsibilities.

• Directly supervises the MEL Officer, providing technical guidance, coaching, performance oversight, and quality review and validation of data and reports before submission.

• Designs and delivers capacity-strengthening activities for staff, government counterparts, and partners on data collection, management, integration, analysis, visualization, reporting, interpretation, and use.

• Assesses whether capacity-building interventions have improved performance and adapts technical assistance based on evidence and stakeholder feedback.

• Leads the preparation of quarterly, annual, and other performance reports, ensuring complete, accurate, and timely submission of indicator data and supporting evidence to the donor.

• Contributes to annual workplans, donor deliverables, client/funder meetings, and presentations, and responds to technical information requests.

• Builds productive working relationships with the Ministry of Health and Social Protection, other relevant government institutions, implementing partners, FHI 360, PATH, and other stakeholders.

• Ensures activities comply with approved workplans, donor requirements, FHI 360 strategies and standard operating procedures, data-protection expectations, and applicable ethical and regulatory requirements.

• Identifies and escalates technical, data, implementation, or compliance issues to senior project staff and recommends practical corrective action.

• Contributes technical inputs to project design, scopes of work, budgets, procurement specifications, partner or consultant deliverables, and relevant business-development efforts, as requested.

Applied Knowledge & Skills:

• Strong knowledge of data governance, data quality assurance, data standards, data flows, interoperability, privacy, confidentiality, and responsible data use.

• Advanced analytical skills, including the ability to integrate and interpret data from multiple sources, identify errors and trends, investigate root causes, and translate findings into actionable recommendations.

• Proficiency in dashboard development, database management, data visualization, and analytical software such as Microsoft Excel and Power BI, Tableau, SAS, SPSS, Stata, or comparable tools.

• Familiarity with electronic health information systems and digital reporting platforms; knowledge of DHIS2 or comparable platforms is highly desirable.

• In-depth knowledge of health information systems, public health data management, disease surveillance, and MEL concepts, methods, standards, and practices.

• Strong understanding of Morocco's health information and disease-surveillance landscape, national reporting structures, and relevant government frameworks.

• Demonstrated ability to design MEL frameworks and Performance Monitoring Plans; define indicators, targets, data sources, and reporting processes; and maintain indicator tracking systems.

• Demonstrated ability to prepare high-quality technical reports, briefs, presentations, data visualizations, guidelines, and standard operating procedures for technical and non-technical audiences.

• Excellent organizational, project-management, facilitation, and capacity-strengthening skills, with the ability to manage multiple priorities and meet deadlines.

• Ability to collaborate effectively with multidisciplinary teams, government counterparts, donors, and implementing partners and to influence without direct authority.

• Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues affecting health data and project implementation.

• Articulate and professional, with clear and constructive written and verbal communication skills.

• Professional proficiency in Arabic, English, and French is required.
