We do it all while committing to integrity, sustainability, and giving back to our communities. Because doing so can fuel the very innovation we are pursuing.
The MSH Program Manager is a strategic program-management partner to the MSH leadership team. This role establishes the operating cadence and integrated governance needed to translate site strategy into executable plans, align cross-functional workstreams, surface risks and decisions, and provide clear leadership visibility across site readiness, capability transfer, tool and infrastructure enablement, workforce readiness, and production ramp. The role partners closely with MSH Operations, Engineering, Planning, F10, MTB, PDE, APTD, Construction and Facilities, Quality, Finance, and other stakeholder teams to enable timely, fact-based decisions and disciplined execution.
Key Responsibilities;
- Integrated Program Governance & Leadership Support
- Translate MSH priorities into an integrated program roadmap with clear milestones, owners, dependencies, decision points, and success measures.
- Establish and run the PMO operating cadence, including core-team reviews, phase gates, readiness reviews, steering forums, and executive follow-ups.
- Prepare leadership agendas, pre-reads, decision briefs, meeting minutes, and action trackers, ensuring that decisions and commitments are clearly documented and driven to closure.
- MSH Site Readiness & HBM Ramp Integration
- Integrate cross-functional plans for facilities and utilities readiness, tool move-in and hookup, TIQ and qualification, material and process readiness, staffing, training, quality systems, and production ramp.
- Maintain an end-to-end readiness view that connects prerequisite dates and handoffs across Facilities, Operations, Engineering, Planning, Quality, EHS, Finance, Procurement, and supplier workstreams.
- Coordinate phase-gate entry and exit criteria, evidence, open gaps, and recovery plans to support objective readiness decisions.
- Cross-Site Capability Transfer & Stakeholder Alignment
- Coordinate capability and ownership transfers among F10, MSH, MTB, PDE, APTD, and other partner organizations, with clearly defined scope, deliverables, acceptance criteria, and accountable owners.
- Align training, technical support, documentation, resource demand and supply, and transition milestones required for MSH self-sufficiency.
- Facilitate resolution of cross-site priorities and competing constraints through structured options, impact analysis, and timely escalation.
- Risk, Dependency & Change Management
- Own the integrated process for managing risks, issues, actions, dependencies, and decisions across the MSH program portfolio.
- Identify critical-path threats early, quantify schedule and business impact, coordinate mitigation and recovery plans, and escalate decisions with clear recommendations.
- Support business-continuity, contingency, and scenario planning for major readiness and ramp risks.
- Performance Management & Executive Reporting
- Develop concise dashboards and executive narratives covering milestones, readiness, schedule health, resources, risks, actions, decisions, and KPI trends.
- Maintain a reliable single source of truth by validating inputs, reconciling conflicting data, and ensuring reporting is current, traceable, and decision-oriented.
- Provide data-driven insights, scenarios, and recommendations to the MSH program leader and senior stakeholders.
- PMO Standards, Tools & Continuous Improvement
- Standardize practical PMO templates and routines for charters, integrated schedules, milestones, action tracking, resource plans, phase gates, and status reporting.
- Leverage digital tools, analytics, and appropriate automation to improve data quality, reduce manual reporting, and accelerate decision-making.
- Coach workstream owners on program-management discipline and foster a culture of ownership, transparency, collaboration, and timely closure.

- Bachelor’s degree in Engineering, Business, Operations Management, Supply Chain, or a related field; an advanced degree is preferred.
- Experience
- At least 10 years of progressive project or program-management experience in semiconductor manufacturing, assembly and test, high-volume manufacturing, or a similarly complex operational environment.
- Demonstrated success integrating multiple technical and business workstreams for a site startup, capacity ramp, technology transfer, major capital program, or operational transformation.
- Experience supporting senior leaders through governance forums, executive reporting, decision management, and cross-organizational alignment.

- Strong command of integrated planning, critical-path management, milestone and phase-gate governance, RAID management, change control, resource planning, and executive communication.
- Ability to convert complex technical inputs into concise decisions, priorities, and actions for leadership audiences.
- Advanced proficiency with scheduling, collaboration, dashboard, and data-analysis tools such as Microsoft Project, Excel, PowerPoint, Power BI, SharePoint, Teams, or equivalent platforms.
- Hands-on proficiency with enterprise generative AI and copilots, including prompt design and sustainable human-in-the-loop workflows, to synthesize program data, analyze schedules and RAID items, support scenario planning and knowledge retrieval, and streamline executive communications and routine PMO deliverables. Apply responsible AI practices, including confidentiality, access control, source validation, traceability, bias and hallucination checks, and appropriate human review.
